Problems such as persistent unemployment, labour shortages, inequality of opportunity and large pay differentials are usually attributed to a poorly functioning labour market. The common response is that we need to improve the functioning of the labour market. However, a well-functioning labour market, as described in economic textbooks, is a myth.

Inhoud

The labour market can never function like the oil market, the flower market, or the smartphone market. Labour is not a commodity. Attempts to improve the functioning of the labour market, such as strengthening financial incentives, relaxing dismissal protection or increasing the mobility of workers, have the opposite effect. In order to offer more people the opportunity for decent work, we must abandon the idea of the labour market altogether and focus instead on sustainable employment relationships.

This is the central message of my book ‘De mythe van de arbeidsmarkt’ (The Labour Market Myth), that I have written as holder of the Calewaert Chair at the Free University of Brussels (VUB) in 2022. The book will be presented at a seminar in Brussels on 12 December, but in this AIAS-HSI seminar I will already offer a preview.

Paul de Beer is Henri Polak professor of industrial relations at the University of Amsterdam, affiliated with AIAS-HSI and director of the Scientific Bureau for the Dutch Trade Union Movement ‘De Burcht’. In 2022 he also holds the Calewaert Chair at the Vrije Universiteit Brussel.
